Power of attorney for Syrian property: a safer diaspora workflow

Short answer

A power of attorney can let a trusted agent handle specified property steps in Syria, but it can also let that person bind or dispose of property in your name. Use a special, transaction-specific power of attorney, not a general property power, and let a lawyer who does not represent the agent draft or review it.

For a person resident in Germany, the current Syrian missions identified by official German sources are the Syrian Embassy in Berlin and the Syrian Consulate General in Bonn, which officially opened on 12 February 2026. DarSyria found no current official support for a Syrian consulate in Frankfurt. Do not use an old Frankfurt address or an unofficial appointment page.

What the document should limit

The Arabic term for power of attorney is وكالة. A safe property mandate should identify the principal, agent, property, and permitted acts precisely. Depending on the task, an independent lawyer should consider including:

  • the exact property or cadastral identifiers;
  • the one action the agent may perform, such as obtaining records or signing one named contract;
  • a short expiry date;
  • no right to appoint a substitute unless a named substitute is genuinely necessary;
  • no authority to sell to the agent, the agent’s relatives, or a related party;
  • no authority to receive the purchase price, borrow, mortgage, gift, or settle a dispute unless that exact power is intentionally required;
  • a price floor for a sale or price ceiling for a purchase, where legally effective; and
  • an obligation to provide originals, receipts, registry extracts, and signed transaction records.

Those are drafting safeguards, not a universal Syrian form. The wording and legal effect must be checked for the exact transaction.

Route 1: issue it through a Syrian mission in Germany

Ask the Embassy in Berlin or Consulate General in Bonn whether it currently issues the required type of property power of attorney. Use contact details from the official mission listing, not a broker, social-media page, or copied appointment link.

Before the appointment, obtain written answers to these questions:

  1. Must the principal appear in person?
  2. Which Syrian and German identity documents are accepted?
  3. Which agent details and property records are required?
  4. Does the mission provide the Arabic text, or must the applicant bring an approved draft?
  5. Which certification, registration, or notary steps remain in Syria?
  6. What are the current fee, payment method, validity period, and appointment channel?

DarSyria cannot confirm one nationwide answer to those questions as of the review date. The assistant must not invent a document list, fee, appointment URL, or validity period.

Route 2: sign before a German notary

A German notarised document may require further authentication, Arabic translation, and Syrian consular legalisation before a Syrian authority will accept it. The exact chain depends on the document, the German state, the receiving Syrian authority, and current consular practice.

Do not assume that a German notary stamp or an apostille alone makes the document usable in Syria. Before signing, send the proposed route and draft to both the relevant Syrian mission and the Syrian lawyer who will present it. Ask each authority to confirm the next required authentication step in writing. This avoids paying for a document that the land registry or Syrian notary later rejects.

Before the agent uses the power in Syria

Have an independent Syrian lawyer verify the original document, seals, translation, legalisation, permitted acts, expiry, and any local registration requirement. The lawyer should also check whether the principal has revoked the power and whether any later power conflicts with it.

Do not transfer property money merely because an agent shows a scan. A buyer or seller should verify the original through the issuing mission or notary and through the competent Syrian authority. A power of attorney proves claimed authority only after it is authenticated and read; it does not prove clean title, a fair price, or the absence of a dispute.

If the seller is represented by an agent

Pause the transaction until an independent lawyer has checked:

  • the principal is alive and legally capable;
  • the agent’s identity matches the document;
  • the power expressly covers this property and this transaction;
  • the power is still valid and has not been revoked;
  • substitution, self-dealing, receipt of funds, and price authority are expressly addressed; and
  • the historical chain of title and registry record are clean independently of the power.

The safest payment path is one documented by the buyer’s and seller’s own banks and lawyers. DarSyria does not hold money, provide escrow, or receive a purchase price.

Revocation and copies

Revocation is not complete merely because the principal sends the agent a message. Ask a Syrian lawyer and the issuing mission or notary which formal notices, registrations, or returns of originals are required. Keep certified copies of the original power, every legalisation, the revocation, delivery evidence, and all registry filings.

What DarSyria cannot currently verify

  • Current appointment availability or fees in Berlin or Bonn.
  • A universal list of documents for every property power.
  • A fixed legalisation chain for every German-issued document.
  • A universal validity period.
  • Whether a specific Syrian notary or registry office will accept a document.
  • Whether an existing power has been revoked, forged, exceeded, or used in another transaction.
